Parks and Trails remain Open during city closures

Many of us are staying home and avoiding crowds these days. Getting out into nature and exercising can help us relax and feel better during stressful times. Currently, Inver Grove Heights parks and trails remain open

And we understand not only will residents and visitors continue to enjoy these parks and trails, so will many furry friends – just please remember our four-legged companions must have a leash on at all times in Inver Grove Heights. And don’t forget to clean up after your pups, too!

Please use our parks, open spaces and trails at your own risk and in accordance with recommendations provided by the Centers for Disease Control (www.cdc.gov), including the use of hand sanitizer and face coverings. Portable bathrooms will be open for use.

This new park features 11.0 acres of an off-leash dog park with designated small breed and all breed areas, seating in the off-leash areas, lighted unpaved trails in the off-leash area and a parking lot. A future  plus much more. 

It is located at 4321 65th Street. Park Hours: 6 a.m.-10 p.m.

Off-leash Dog Park - CLOSED until further notice

This is first off-leash dog park in the City! It includes a small breed area and an all breed area. A pass will be required to use this dog park.

Dog Park Regulations

Residents and non-residents may use the off-leash dog park. Use of the dog park is at your own risk. The City of Inver Grove Heights is not responsible for any injuries/damages to dogs or owners while using the off-leash dog park.

Certain requirements will be in place to utilize the off-leash dog park to ensure a safe and pleasant experience for humans and dogs alike.

Must have a Dog Park Pass

A dog park pass will be required to enter the off-leash area. The owner will receive a laminated pass with a lanyard to wear at all times in the park. The dog(s) will receive a tag to wear on their collar at all times. Your tag and pass will have numbers that will be recorded in our database so that we can easily identify your dog(s) just in case you are separated from each other. The dog park pass renews annually. Daily passes are not available.

Beginning May 1, 2019:

Dog Park passes will be available for purchase online at www.invergroveheights.org/register or at the Parks & Recreation Office (8055 Barbara Ave. E.). Dog Park Passes will become effective on the evening of the Grand Opening (Tuesday, June 11) and will require renewal annually.

In order to purchase a dog park pass, dogs must have a valid rabies vaccination. You will be required to present a valid copy of your dog’s rabies certificate, issued by a certified veterinarian, at the time of purchase.  If purchasing online your rabies certificate must be received within 10 days of purchase in person, by mail or emailed to DogParkPasses@invergroveheights.org or by fax to 651-259-8029. Once received, we will mail you your laminated dog park pass, to be worn by the dog owner at all times while in the off-leash area. The dog(s) will receive a tag to be worn on their collar at all times while in the off-leash area. If your certificate is not received in our office within 10 days your purchase will be void and a refund issued.


  • For the first dog: $20 for residents; $30 for non-residents. 
  • For a second dog: An additional charge of $15 for residents; An additional $25 for non-residents. 

Dogs must be vaccinated

Effective May 1, 2019, the City will no longer require a dog to be licensed, however, the City will require all dogs to have an up-to-date rabies vaccination. 

Anyone found to have a dog that isn’t vaccinated or the vaccination has expired, will be subject to a misdemeanor punishable by up to 90 days in jail and/or a fine of up to $1,000.

Must clean-up after your dog

We all know it happens! Every person will be required to clean-up after their dog(s).

All dogs must enter and exit the park on a leash and remain supervised

  • Per City Ordinance, dogs can be in any city park, trail or public sidewalk as long as they are on a leash that is sixteen feet (16’) long or less at all times.
  • Dogs must wear a collar or harness at all times.
  • Owners must have access to the leash at ALL times in case the dog’s behavior becomes unacceptable

Aggressive behavior is strictly prohibited

Use of the dog park is at your own risk. Aggressive behavior from dog(s) is strictly prohibited and will not be tolerated.

Dogs under the age of six months are not allowed.

Dog Park users can bring up to two dogs.

Children under the age of 16 are not allowed unless supervised by an adult.

No alcohol, cigarettes, or glass are allowed in the park.

All items you bring into the park must be taken home with you (balls, toys, water dishes, etc.)

Owners will be held liable for all actions taken by their dog(s).

Dog Park Grand Opening - June 11, 2019

Thanks to everyone who joined us for the Grand Opening! It was a fantastic night and you all contributed to a successful opening! We had about 150 humans and about 50 pups!
